How to Use This Calculator

Monthly Water Bill tab

Select your city (Delhi, Mumbai, Bangalore, Chennai, Hyderabad, or Pune) and enter your monthly water usage in kilolitres (kL). The calculator applies the correct slab-based tariff for your city, adds the sewerage charge (typically 60% of the water charge), and shows you a detailed slab-wise breakdown. For Delhi, the minimum bill of โ‚น237/month is automatically applied even when usage falls in the free slab.

Usage Estimator tab

Enter your family size and select your lifestyle (water-conscious, normal, or heavy user). The calculator estimates your monthly water consumption based on CPHEEO norms and calculates your likely bill in the selected city. It also shows a city comparison so you can see how the same usage would cost across all six cities.

Savings Tips tab

Enter your current monthly usage and select applicable conservation measures: low-flow showerhead, dual-flush toilet, rainwater harvesting, or shorter showers. The calculator shows your reduced usage, new monthly bill, and annual savings in your selected city.

How Water Bills Are Calculated in India

Slab-Based Pricing:
Indian municipal water tariffs use a slab system where the per-kilolitre rate increases as your consumption rises. Each slab of usage is charged at a different rate.

Water Charge:
Water Charge = Σ (kL in Slabi × Ratei)

Example: In Delhi, 25 kL/month:
First 20 kL × โ‚น0 = โ‚น0 (FREE)
Next 5 kL (20-25) × โ‚น3.86 = โ‚น19.30
Water Charge = โ‚น19.30

Sewer Charge:
Sewer Charge = Water Charge × 60% (in most cities)
= โ‚น19.30 × 0.60 = โ‚น11.58

Total Bill:
Total = Water Charge + Sewer Charge
= โ‚น19.30 + โ‚น11.58 = โ‚น30.88

Minimum Bill (Delhi):
Delhi has a minimum bill of ~โ‚น237/month. Since โ‚น30.88 < โ‚น237, the total bill becomes โ‚น237.

Note: GST is NOT applicable on water supply in India. Water is classified as an essential commodity and is exempt from GST.

Example

The Verma family in Bangalore, 30 kL/month usage

The Vermas live in a 3BHK apartment in Bangalore with a family of 5. Their monthly water consumption from the BWSSB meter reads 30 kL. Let us calculate their bill.

Step 1: Slab-wise water charge

0-8 kL @ โ‚น6/kL8 × โ‚น6 = โ‚น48
8-25 kL @ โ‚น12/kL17 × โ‚น12 = โ‚น204
25-30 kL @ โ‚น38/kL5 × โ‚น38 = โ‚น190
Total water chargeโ‚น442

Step 2: Sewer charge

Sewer charge (60% of โ‚น442)โ‚น265

Step 3: Total bill

Total monthly billโ‚น707
Effective rate per kLโ‚น23.57/kL
Annual water costโ‚น8,484

If the Vermas reduce their usage to 20 kL (by installing low-flow fixtures and shorter showers), their bill drops to โ‚น288/month, saving โ‚น419/month or โ‚น5,028/year.

FAQ

No, GST is not applicable on water supply. Water supplied by municipal bodies for domestic use is classified as an essential commodity and is exempt from GST under Entry 99 of the GST exemption list. This applies to piped water supply, drinking water, and water supplied by tankers by municipal bodies. However, packaged drinking water (bottled water) attracts 18% GST when the MRP exceeds โ‚น20 per litre.
Delhi Jal Board (DJB) provides the first 20 kilolitres of water free as a government subsidy. However, a minimum bill of approximately โ‚น237/month still applies, which covers fixed infrastructure charges, sewerage maintenance, and pipeline upkeep. This minimum bill is charged regardless of actual water consumption. Even households using zero water or staying within the 20 kL free slab must pay this amount. The subsidy effectively means the water component is zero, but the service and maintenance charges remain.
Your monthly water usage can be found on your water bill issued by your city's water utility. For metered connections, the bill shows current and previous meter readings, with the difference being your consumption in kL (kilolitres). One kilolitre equals 1,000 litres. If you do not have a water meter, you can estimate: a typical Indian household of 4 uses approximately 18-24 kL per month (about 150 litres per person per day). You can also read your water meter directly — most meters display usage in cubic metres (1 cubic metre = 1 kilolitre).
For low usage (under 20 kL/month), Delhi is the cheapest because the first 20 kL is free (though the minimum bill of โ‚น237 applies). For moderate usage (20-30 kL), Pune and Hyderabad tend to be the most affordable with rates of โ‚น5-โ‚น15/kL. For higher usage (>30 kL), Pune remains competitive with a maximum rate of โ‚น25/kL. Mumbai can be expensive for heavy users due to the sharp jump from โ‚น4/kL to โ‚น22/kL after 10 kL. Bangalore has the highest rates for heavy users at โ‚น38-โ‚น50/kL for usage above 25 kL. Use the Usage Estimator tab to compare your specific scenario across all cities.
Yes, rainwater harvesting is mandatory in several Indian cities. In Bangalore, all properties on sites of 60 ft x 40 ft (2,400 sq ft) or larger must have rainwater harvesting structures; non-compliance can result in a 50% increase in water tariff. In Chennai, rainwater harvesting is mandatory for all buildings, and the CMWSSB can disconnect water supply for non-compliance. Delhi mandates it for plots above 100 sq m. Pune requires it for buildings with plot area above 300 sq m. Rainwater harvesting can typically offset 20-30% of your total water usage, depending on rainfall and roof area.
