The Formula

Central government salary under the 7th Pay Commission is computed as follows:

7th CPC Salary:
Basic Pay = Entry Pay of Level × (1.03)stage-1 (rounded to nearest ↑100)

Allowances:
DA = Basic Pay × DA% / 100
HRA = Basic Pay × HRA% (30% / 20% / 10% for X / Y / Z when DA > 50%)
TA = Base TA × (1 + DA% / 100)

Gross Salary = Basic + DA + HRA + TA

Deductions:
NPS = (Basic + DA) × 10%
Net Pay = Gross − NPS − CGHS − Other Deductions

8th CPC Projected Basic:
New Basic = Current Basic × Fitment Factor
(DA resets to 0% under new pay commission)

Annual Increment:
New Basic = Current Basic × 1.03 (rounded up to nearest ₹100)

The fitment factor for the 7th CPC was 2.57× (6th CPC basic × 2.57). The 8th CPC fitment factor is expected between 1.92× and 2.86×, depending on how accumulated DA is merged. A factor of 1.92× with 50% DA already merged is economically equivalent to ~2.86× without DA merger.

Under the 7th Pay Commission (implemented January 2016), central government salaries are based on 18 pay levels with entry basic pay ranging from ₹18,000 (Level 1, MTS) to ₹2,50,000 (Level 18, Cabinet Secretary). With the current DA rate of 60% (effective January 2026), the total salary includes basic pay, DA, HRA (30%/20%/10% for X/Y/Z cities), and Transport Allowance. Each level has up to 40 stages with 3% annual increments.
The 8th Central Pay Commission was formally constituted on 3 November 2025 with an 18-month mandate. Its report is expected around mid-2027, with implementation likely in late 2027 or early 2028. The reference date is 1 January 2026. When implemented, DA will be reset to 0% (merged into the new higher basic pay). Until then, salaries continue under the 7th CPC with biannual DA revisions.
The fitment factor for the 8th CPC is expected between 1.92× and 2.86×. The 7th CPC used 2.57×. A factor of 1.92× assumes DA at ~50% is merged into the new basic (so the effective increase is similar). A factor of 2.86× would apply if DA is not merged. The actual factor will be determined by the Pay Commission's recommendations and government acceptance. Most employee unions are demanding 2.57× or higher.
Annual increments under the 7th CPC are 3% of basic pay, granted on 1st July each year. The incremented amount is rounded up to the nearest ₹100 as per the pay matrix. Each pay level has up to 40 stages, with each stage representing one annual increment. For example, Level 10 starts at ₹56,100 and Stage 2 would be ₹57,800 (₹56,100 × 1.03 = ₹57,783, rounded to ₹57,800). Employees who get promoted move to the next higher level at the entry pay or their current pay + 1 increment, whichever is higher.
This calculator is designed for central government employees. State government employees have different pay scales, DA rates, and allowance structures determined by their respective state governments. Many states have adopted the 7th CPC recommendations with modifications, but the pay levels, HRA rates, and TA amounts may differ. Check your state finance department for accurate calculations.
