Budget 2024 Expansion: All Seniors 70+

Union Budget 2024-25 expanded PM-JAY to all Indian citizens aged 70 and above, regardless of income, existing insurance, or SECC status. Effective from 29 October 2024, eligible seniors receive an Ayushman Vay Vandana Card with ₹5 lakh annual cover. If the family is already covered under PM-JAY, the 70+ member gets an additional ₹5 lakh (total ₹10 lakh family cover). An estimated 4.5 crore seniors are expected to benefit.

Rural families must meet specific deprivation criteria (kucha house, no adult member 16–59, SC/ST household, landless casual labour, etc.). Urban families must belong to 11 listed occupational categories (domestic worker, street vendor, construction worker, etc.). Since 29 October 2024 (Union Budget 2024 expansion), all Indian citizens aged 70 and above are eligible regardless of income or SECC status. Treatment is completely cashless at 29,000+ empanelled hospitals across India. There is no cap on family size — the ₹5 lakh applies to the entire family collectively.

PM-JAY does not cover: OPD (outpatient) consultations and prescribed medicines, cosmetic/aesthetic surgery, fertility treatments (IVF, surrogacy), organ procurement (only recipient-side transplant covered), drug rehabilitation, and spectacles/hearing aids without surgical procedure. The scheme covers only secondary and tertiary hospitalisation — primary healthcare and preventive care are handled through Health and Wellness Centres (HWCs), a separate arm of Ayushman Bharat.
