Challenge Process — Legal Context
England and Wales (Valuation Office Agency)
- Band review (informal): available at any time, no grounds needed

- After proposal: VOA aims to respond in 90 days

Critical Warning
The VOA reviews the full valuation. Band can go up as well as down. Increase takes effect from date of challenge (generally not backdated). Previous overpayment not refunded unless specific circumstances apply.
